What papers needed to be verified before purchasing panchayat land in tamilnadu

I am planning to buy a land near Lovedale, Ooty. The land is being developed as a layout. The current condition is that there is a tea garden there, and the owner is converting half of the tea garden into housing society. I have been told that the land comes under Panchayat, and does not fall under Ooty town. So what are the documents that I should check and from which authorities and offices. Also any lawyers, if can take up the paper search and verification, for a fee, please contact me.

Panchayat land can (and should) not be sold/purchased.
