Whether CAT has power to invoke jurisdiction for irregularites?

In regrds to previous query made by one aggrieved person, I don't agree with the advice of experts
Normally CAT will entertain Applications u/s of Administrative Tribunal Act-1985 of Applicants who are in service and must have exhausted its remedies before invoking jurisdiction before CAT. The CAT has not power to conduct an enquiry on the irregularites if individual right has not been violated there?
But if some alternative remedy is there, I don't think High Court can entertain the writ petition
