I filed the RTI Aginst National Bank and CIC(Central Information Commission) has imposed the penalty against CPIO and the CPIO has now filed the Writ Petition against me as Respondent No-1 and Bank as Respondent No-2 without making CIC as party.. kindly inform whether he should made the CIC as party

CIC is not a desired party similarly as we do no lower court party in any appeal.

I saty in south Delhi filed the RTI Application at Nationalised bank at Karol bagh area ( as it has legal branch Office) seeking information on general queries in April 2010 which was refused by CPIO very casually and then file the FAA which was not considered and then finally I filed Second Appeal before CIC which has levyied 25000/- fine after conducting 3 hearings and finding fault in his side. The CPIO then verified my credentails and had committed conspiracy with sister in law who wrote her that I want to withdraw money from her account(Though my query was very general)..I could also get astonished to learn how he got verified my account and other personal details( May be he has some contact with my brothers relatives who has some matrimonial dispute with her).
Now he has filed the writ petition and has ststed that I want to withdraw money from her bank account( Though I don't Know where her bank account is) Moreover her letters are written in August 2011
and has approached to High Court by making me as First party and his employer bank as second party
I don't know who he is? what kind of game he is playing with me ? I only know that I sought information after getting the address from web portal of the nationalised bank and he refused and commission too has levyied plenty on him.?
Why he is annexing letters of my sisterin law in order to tarinshed my image before High Court..Its very shocking..Kindly advise

You should have put entire facts earlier instead in installments.
Petitioner in High Court is a crack minded person who for saving Rs. 25,000/- and an adverse entry in his service book has filed it just for pressurizing you otherwise there is no merit in his plea. None can withdraw even a single penny from the bank account of other person without his specific authorization by way of cheque. Even otherwise, the reason for obtaining information under RTI need not be disclosed.
You defend petition vigorously and bravely and ultimately you shall be winner with colours.

Thanks Arnugiri Sir,
I too wonder that CIC is not the judicial body and like High Court, Supreme Court (In administrative Side) can be made party..and I think its one of the preliminary Objection for defending the Writ
