Why police check vehicle license,RC ,Pollution,Insurance also.

Dear Experts,
I have seen civil police will check vehicle licences,RC,Pollution and even insurance.this is done on weekly twice basis on many streets of the city.i saw them taking money on any of the missing docs.they even strictly ask pollution cert & insurance,is it mandatory for civil police to ask pollution& insurance cert.Under what act they demand these?I think only traffic police is all these type of rights.

Police Personell who are posted in Traffic department and having rank of S.I. or as the state govt. allowed can ask for showing the papers you mentioned above to check, whether you are eligible to drive , the vehicle is in your name and vehicle is safe and maintaining the pollution norms. they checked insurance paper to confirm that in the event of any accident or theft of vehicle you be taken careof by the insurance department, all these they demand under the Motor Vehicle Act.
