witness can change

dear, i m tenant n landlord made a agreement of tenancy with me, i have paid 4 registration n stampduty but until now he had signed agreement n he is telling me that the witness who also signed in agreement is gone out of town so we have 2 wait its been 2 months, can we cancel n put another witness signature its possible n i thick he is tricking me, i already given cheque of stampduty n registeration 2 landlord, what can i do now please help

If the witnesses have not put their signatures then you can always change the witnesses.
If they have signed the document then their presence is not required in the registration office.
