Wrong information under rti

Hi All,
Please let me know what should I do if I receive wrong information under RTI?
I had asked the information to Panchayath Development Officer(PDO) regarding the houses sanctioned for the poor people under that Panchayath under various schemes and the eligibility criteria to allocate such houses for the last 4 yrs (2010-11 to 2013-14) since those houses were not allocated to the intended people rather they were allocated to the rich people. He has replied to that application after 60 days saying that there are no houses granted from the Govt. in these last 4 years period.
However, when I got the same information from the previous PDO uder RTI last year, he had sent me the list of beneficiaries under the various schemes (I have a copy of that).
So, it confirms that the given information is false. Kindly let me know how do I proceed with it.

Send first appeal along with the false reply so as to invoke penal provokes.

File an appeal before First Appellette Authority without disclosing (conceal the fact which you know) that the information is false.

I have the following views on this query:
1. Nobody knows whether the RTI query raised on two occasions are same. Even a slight difference in the query would elicit different answer.
2. Assuming that the RTI query posed on both the occasions is same and identical, naturally if there is difference in the information provided to the query, the querist has a grievance.
3. In such a case, nobody knows which one of the RTI reply is false.
4. The RTI reply having not been agitated, one has to assume that the second reply is false.
5. If any appeal has to be preferred stating that some wrong (false) RTI reply has been provided, then at the time of appeal the appellant has to bring it to the notice of the Appellate Authority, as to on what basis he says that the information provided is False/wrong. Without this basic ingredient, the appeal will look hallow and substance.
6. Therefore, if the querist wants to prefer an appeal, he has go prefer that appeal in respect of the latest RTI reply, and say that the said information/reply was false as the earlier RTI reply was different. Therefore, he is not satisfied with the latest RTI reply received by him.

IRRESPECTIVE of anything:
1. Make a written complaint u/s 18(1)(e), to the "State Information Commission (SIC)", against the relevant PIO, for providing "false and misleading information", supported with sequence-wise appropriate documentary evidences.
2. ALSO in the above complaint application, also pray that the PIO may be penalized u/s 20(1) and 20(2) and also further pray to reimbursement of Cost of proceedings to you.
The SIC shall be bound & forced to take cognizance of your "COMPLAINT" application, IRRESPECTIVE OF "ANY" APPEAL PROCEEDINGS.

Thank you all for your valuable suggestions.
I know that the given info was wrong because there have been many houses allocated in the past 4 years including my uncle, who is one amongst the beneficiaries of first reply and he has already received two part payments towards the construction of house. I can get his documents for reference.
Please suggest me on this and let me know the FAA for this case. I guess it is Thahashildar. Please correct me if I'm wrong.
