allowance deduction/deletion

Allwances are service conditions for which a notice of 21 days is required if there is proposal to change the same as per section 9A of the ID Act. During this period the workers can raise industrial dispute and agitate the same before the Concililiation Officer. The Section 9-A then takes shape of section 33 of the Act which says that during the pendency of a dispute before the Conciliation Officer ( in addition to  other Industrial  Adjudicators) service conditions of the workmen shall not be altered to their prejudice. Therefore in an orgnisation where the workers are organised it is difficult bring in a change though not impossible. Better discuss with the workers association ,if any.
