compensatory grounds

Dear sir

my mother was expired in 2001 that time i didnt applied for mothers job i have applied in 2015 but my claim was rejected is there any possibilities to get that job under compensatory grounds

they have rejected my claim sir they you are not eligible for claim compensatory grounds you didnt applied with in the period of 3 years thats what they told me sir
