Copy of Affidavit by Wife denied by Army

Dear Lawyers Club wife has filed an affidavit to army authorities for claiming maintenance and justifying living separately stating false allegations of domestic violence. Copy of the affidavit has been denied in written to the officer(husband) stating reasons that it contains personal information related to wife. wife is living separately on her own accord from past one year with one child. also does not allow meeting with the child. I already have copy of the Police Investigation obtained through RTI which clearly verifies these allegations to be false. Army order also clearly states "no maintenance to wife deserting/living separately without sufficient reason". but....its lady pro attitude is clearly evident. Should I use RTI or move to court to obtain a copy or wait for the authority to give a decision and then act accordingly? Please advise. Thanks in anticipation.
