Goverment immunity

Pl guide if hiring a detective agency to put surveillance on a government official considered illegal. Can a case be made against the person hiring the above service? What is the legal means to pursue police to file a FIR in any case when they desist doing so? Is their a time frame for police to work on a complaint to qualify it to be made a FIR.? Thanks

Hiring a private detective agency to put Surveillance on any  person be it a government official or ordinary person for personal/wrongful gains is encroachment of privacy and considered an offence as well as contrary to the provisions of  the constitutional  on fundamental rights.

if such surveillance intended to or otherwise lead to disclosure of classified information held by such Govt servant then case under Official Secret Act can also be filed.
