which law prohibits the pension to government employees after 2003?

there is no case or fact. I am just interested to read the notification on pension absolving for the recruitment after 2003. If you can help?

The Notification is Government of India, Department of P & PW No. 38/16/2003 P &PW (A) dated 30th December , 2003 and published as SO No.1483 (E) in the Gazette of India (Extraordinary) dated 30th December 2003.
