Permanent custody of documents

I came across strange matter of Land Acquisition , wanted some views

1) Govt. was owner of land

2) Govt. acquired its own land under Land Acquisition Act

3) Govt. gave compensation to person whose lease on land was over , In lease deed it was mentioned no compensation will be given if govt. required its land back 

4) Govt. transferred land to local govt. 

When matter came in front of senior officers

1) It send memo to Land Acquisition officer

2) Divisional Commissioner of that zone (Maharashtra is divided into division, Division is divided into district)

discarded all orders

2) Papers where transferred to Account General of state  

3) Account general after checking send papers for permanent custody of Chief District revenue authority

Now

1) What is the meaning of permanent custody of document in such case ? 

2) People who got compensation have certified award copy with them ? Whether it is illegal to possess documents whose original copy is in permanent custody of some authority in such case.

3) What steps authority should take to confiscate all certified documents, etc. which are with individuals  so that they many not be misused anywhere in future.

4) What is the status of compensation given , Whether it can be taken or claimed as arrears of land after 49 years ?
