Regularisation possibilities of indian railways paramedics

I am a contractual paramedical staff of Indian Railways. I am serving the railway since 2008 with 1 year tenure in every fresh contract . I will cross the maximum age limit to eligible for a government service after few months. My question is can there is any possibility to regularise my service? and the policy of this kind of contractual appointment by the railway is justified and lawful?
