To avoid getting arrested once the case u/s 498A is registered is to file a petition for Anticipatory bail u/s 438 of Crpc.

Anticipatory bail is the remedy for pre arrest. But granting anticpatory bail is the discretion of the court.

Pe-arrest notice is also know as the cavet or the time given to the person before the arrest on the event of the 498a being filed. This is generally 3-7 days time period that is given to the person to get the Anticipatory bail. In UP this is known as the stay on arrest as there is no AB.

This notice can be obtained by the Court, if you anticipate false 498a case. You need to submit the application to the court that you apprehd the false case against you and want the Arrest Notice or the AB. The court will then give the bail if the FIR is not filed.
