Selling car without getting transferred

I have a car. I lost the RC. I want to sell that car. The opposite party says he is ok to buy the car wthout getting it transferred on his name.

If this is possible can i sign agreement of sale, if not what is the remedy

The buyer will be responsible for managing new rc on his name but u have inform the authorities about the same.
