My (Gotv)school is refusing to return my original birth certificate
I am in need of my original birth certificate as passport authorities requires to see the original
1. Who is the legal custodian of any original document such as birth certificate? school or the parents ?
2. Can any school or any educational institution indefinitely retain original birth certificate and whether such can be challenged?

I am not a lawyer and I may be completely wrong, but using my common sense, I would file an FIR as it being lost or misplaced and request a new one from the authorities.
