Certificate of domicile in mumbai

Hi! Everyone,

I am currently in Gulf Country, and I want to apply for Certificate of Domicile, in Mumbai. I visit Mumbai every year.

I need this Certificate of Domicile for my son who is 17 years old and studied in Indian School abroad.

My question is can I apply for Certificate of Domicile? Do I meey the criteria for issuenace of Domicile certifucate.

I have electric bill which is registered under my name for more than 10 years.

Kindly advise.

This certificate is issued to those who prove that they have been continuously staying in Maharashtra State for a period of 15 years.

So in short I can not get the Docicile?
