who will pay for agricultural to NA land conversion fees

Hello

My father bought 1200 sqft land from one of his friend, who have  land of 12000 Sqft. This entire land is agricultural and he built a house on one portion of this land i.e. 1200 sqft and got registration for it from town muncipal. But now the same town muncipal is not allowing my dad to build a house on the land purchased from friend as they are asking to convert entire 12000 sqft land to NA land.

Is it possible for my dad to convert land purched i,e, 1200 sqft to convert it to NA land?
