eligibility for Farm Land Purchase In Maharashtra

my real uncle (saakha kaka) s son's wife (my vahini) owns a farm land. Can I get the agriculture land certificate? ?

I am a NRI. I want to buy some agricultural land in Wada. I dont have a farmer's certificate. My intention to buy a land is to do organic farming. Please can someone advice a way to legally buy the land.
