Government pleader gives opinion that a case is not fit for

If a case against the government is certified as not fit for appeal, what is the  next  step to be taken?

For example,  if the court orders that compassionate appointment  should be given to somebody and the Government Pleader certifies that  the  case is not fit for appeal.  the orders passed in the judgement  should be complied with right?

A very vague query without any background details.  However, if the government pleader opines against preferring appeal against the impugned judgement, further steps to enforce the judgement has to be duly taken by the decree holder, take the advise of the lawyer who attended the case in the trial court.
