How to file case against irctc

 Dear Sir,
 
 Basically I am from Pondichery and I went to Howrah for some work.
 
I have booked eticket PNR 6234257024 from BBS to BNC on 12th October 2014. But on that day the train route was changed due to cyclone and I can't able to board the train as the train did not reached BBS. I have waited 1 day in BBS and I could not find any cyber cafe open on 12th October due to Cyclone where I can go and file the TDR.
 
Next day I got reservation from BBS to BZA (Vijaywada) in another train Prashanti Express PNR No: 6633295256, and this train also got delayed by more than 30 hours. I have booked a connecting train from BZA (Vijaywada) to PDY (Pondicherry) PNR no: 2839250139, this train I have also missed as Prashanti express was delayed by more than 30 hours. I have reached my house on wednesday, and after that I have filed the TDR.

My refund is rejected as the team has informed that I have not filed the TDR on time.

I request you please help me and guide me how to file a case in consumer court.

Both the Railways and IRCTC will be party to the case. You will have to file a case in Consumer Court naming both as Opposite Parties.
