Labour Payment Pending

Hi, Experts, 

One builder is not making payment to the labour contractor, even after completion of 90% work, the total amount due was 17 Lakhs and builder paid 12 Lakhs, 

now he is denying to making the payment, even threatening to the labour contractor, 

The Builder is a very reputed in Karnataka, and the Labour Contractor is form some other state, 

Builder through them (labour) out from his construction site 2days back, 

and now saying  that, go  and do whatever you want to do against me.  

can any expert suggest me what kind of action may he take (labour contractor ) against the builder. is there any law to recover the money from the builder.

it is very urgent.

The builder is resonsible and liable to pay the labour wages due and hence the contractor can lodge the complaint with the local labour authorities where the contract was registered. However, if he has not obtained the licence for this contract, then it could be inviting trouble for him. Provided the procedures are followed he has got a effective remedy through the labour authorities. The contract labour also independently file complaints

against the builder.

Unfortunately he has not obtained the Labour contract license  from the local labour office,

can u suggest me what kind of precaution he should take for now , 

can he send the notice prior to informing the labour officer.
