Land acquisition adi dravidar welfare

Hello Member  , 

Our 5 Hectares land acquired  for Harijan welfare schemes on dec 1996 .about Rs. 86,000 for Each hectares(aout 1000 cent) .

and we have  Filed case on jan 1997 against The Special Tahsildar (Land Acquisition), Adi Dravidar Welfare

for fixing low value for the land .  This case is still(2014) in Process and  my father left year ago (2013).

Now We don't have Proper contact with our layer. he is saying "Case was done you will get money tommorow" from 2003 to 2014 . 

While checking  case status on ecourts.gov.in/  shows : 

Early layer said we have to pay court stamp fees about Rs.6 lakhs for 5 hectares as per appellant value .

is this necessary ? what will happen if this case was disposed ?  governent paid Rs.430000 for 5 hectares And asking more for appling ?

about 60% land took for "Harijan welfare schemes" still un used and vacent from 1996 , can we file case to get this land ?

We don't Know what to do .
