I'm 24 yrs old Hindu from south india, i want to marry my 1st cousin once removed. He is 25 yrs old. Is it legal ?

your query is not clear to me, however you may take the condition of Hindu Marriage Act, and / or Special Marriage Act, and in event your marriage under prohibitory relationship, then you cannot marriage.

The term Cousin or Cousin Once Removed is a confusing one so as to know the exact relation between persons.
Among many castes in South India, one can marry one’s own aunt’s or uncle’s daughter even though such marriages are on the decline or rare nowadays. The daughter or son of such a cousin is also not in the prohibited relationship.
Anyway you have to enquire with the aged people in your community so as to know whether your relationship with her is prohibited one or not.
The experts giving answers here in this forum cannot be of any help to you except expounding the legal position.

You may redraft the query so as to convey a clear message.
Generically speaking;
If there is any proven custom in your community (that has attained sanction of law) then you may succeed to have valid marriage. Your community leaders/scholars can update you.
If you are Hindu and are of 18Y age and person whom you want to marry (male) is 21Y then both should be of marriageable age.
Go thru prohibited relations as in Hindu Marriage Act and if you wish to marry under Special Marriage Act go thru IT.
