About Clause 6(2) of RTI Act2005

Dear All,
Please advise on the following case. The Central RTIC clause 6(2), doesnot mandate to provide any details or proof other than the communication address while seeking information.
However, in Orissa, office demand Identity proof to provide information.

Is there in citation or case which can help me to challenge the same?

PIO cannnot insist on such a proof. When law itself is clear, there is no need to have any citation. In few cases, when PIO doubted impersonification and seeking sensitive info regarding public security, PIO have sought such proof in public interest. However some states have devised RTI application format which requires such proof. Such formats should be challenged at State Information Commissions of respective states by RTI activists. Gujarat format had provided some declaration, which was not necessary and govt after complaints decided to accept applns without such a declaration.
