my hostel charges 14rs per unit and they increase the charge every year by themselves we havent signed anything which agrees to the increase of electricity anytime
we have seperate meters and still we pay nearly 3000rs per month as bill we have a small room consist of fans led lights and one 5 star ac

What is your problem.
If you feel that the charges for electricity consumption are exorbitant you ask hostel owner the clarification and refuse to pay the exorbitant amount.
But you may have to risk continuing the hostel accommodation after that.
