if some candidate failed to joining the post then Reshuffle the selection list or not

Sir Maharashtra public service commission (mpsc)published advertisement 89,90&91/2013for the post of principal ITI ,class 1, class 1jr &class 2 grade but conduct commen screening test & person who pass this test called interview & all result declared in Sept 2015
Most of people select in 2 or more post.
My issue is advertisement no 89 have 32 post & selected candidate is 31
advertisement 90 have 71 post & selected candidate is 71. But out of 71.
16 candidate already selected in advertisement no 89 means class 1 cader
these 16 candidate not join in class 1 Jr surely.because this is lower cader
I m in merit list in advertisement no 90
that's why I m asking what is procedure of waiting list
it reshaffle by merit or reservations.

Because out of 16 candidate 13 candidate selected in advertisement no 90 is general merit basis

be clear.
if general candidate does not join then supplementary list will be prepared for general category.
if SC/ST/OBC does not join then supplementary list will be for the respective category.

Sir I'm in NT(d) category in Maharashtra state
Advertisement no 90 / 2013 published 71 post out of 71 post 2 post reserved for my category .now my category 2 candidate selected in final result declared in September 2015 but 1 candidate already selected in higher rank post that is advertisement 89 class 1 & other candidate scored 139 mark
For this situation if 16 person not join in my cader post.
then other candidate shifted to unreserved category or not because now advertisement 90 merit goes to lower

I repeat
if general candidate does not join then supplementary list will be prepared for general category.
if SC/ST/OBC does not join then supplementary list will be for the respective category.
