What is affect of admissions from hostile witness in cross examination by public Prosecutor ?

It has more value than, if he would have admitted the same before declaring hostile.

If it is true then every prosecutor will declare PW hostile and take admission by leading question.

Declaration of hostile is not in the hands of public prosecutor. He applies to court and if court permits. witness is declared hostile.
