Adverse remarks in apar

the reporting officer has written in the Integrity column 'under observation'. Is this a adverse remark

The official appraising the reportee should insert explicit and clear comments and findings as on date of appraisal.

If it good then it should be good.

If it is under observation due to some inquiry then findings can be inserted in next appraisal.

Apparently it is a vague statement.

Yes, being very uncertain remark, it can be taken as adverse remark. You will have to represent against that. In fact, the the reporting officer should either have written, "nothing adverse came to notice so far" or if found doubtful, he should have nmade that clear, as "doubtful on account of ............. (by quoting reason).

I agree with the advise of the experts.
The RO cannot endorse such a vague remarks as stated by you, prima facie it is your hypothetical statement.

Adverse remarks need to be advised, if not advised, not an adverse remark, if advised represent.

The extant instructions require the Reporting Officer to record the integrity to be beyond doubt if it so; if doubtful, he is required to leave the column blank and to attach Note showing the reasons why he considers the integrity to be doubtful.

The old system of ACR, with provision for separate attachment to be gone through by the reviewing authority has been replaced by the new APAR system, which contains adequate space for description, if integrity is found doubtful.

even with the system of replacement of ACR with APAR there is no revision to the instructions relating to integrity column.

With reference to the context of your post, "even with the system of replacement of ACR with APAR there is no revision to the instructions relating to integrity column," can you please quote the ruling or instruction below the APAR form where it is written that a secret note about integrity may be attached in case of doubt about integrity of officer, as in the case of the old ACR system?

The remark 'Under Observation' is certainly an adverse ACR,which need to be represented by the affected person with the competent authority through proper channel.
