You have to apply for appointment of a guardian under Mental Health Act.

Court appoints and permission of court required for selling his property.

When a person is 100% mentally challenged he must already be having natural / Will appointed / or a Guardian appointed by the Court. The Court appointed Guardian should seek Court's permission before alienating any property belonging to the disabled person. The Guardian has to bring out the fact that such an alienation of his property is essentially and wholly in the interest of the disabled person.

Agreed with Sri Alexander.
