Ban on mutual transfer

Our central government autonomous organisation - Navodaya Vidyalaya Samiti - is not allowing any teachers to go on Mutual Transfers. They have not informed the same in writing to anyone. But the officers maintain that they don't do mutual transfers of the teachers. I am in need of a Mutual Transfer badly. What should I do now? Can they ban mutual transfer like that? Please help me

Transfer and posting is the right of employer and is done for the suitability and to have optimum use by the employer.
If the Samittee has adopted it as policy nothing can be done. Try to adopt alternate path available. If the policy is followed by pick and choose, legal action can be taken.
One way is to convenience the management by request or take up the matter through association if any.
Secondly receive information of all the transfers through RTI and proceed if there exist any example of mutual transfer.

But till last year, this type of mutual transfers were made. But this year all of a sudden without informing the employees, this decision has been taken. That too till date, no intimation is given to the employees. No circuars or letter to this effect

Transfer is the condition of service and depends at the sole discretion of the employer. Employee cannot exert any right for his transfer. Mutual transfer once allowed cannot be assumed as a precedent or a mandate to continue with that.

But in all other Central government autonomous organisations such mutual transfers are encouraged. I have been working in the same place for about 15 years. So I wish to have this mutual transfer which they refuse.

Every PSU or Central Organization have its own transfer policy framed as per need of the concern. One can not claim it as a right that one concern is doing transfer in this manner hence he is also entitled for the same even being in other concern.
As you have mentioned till last year Mutual Transfers were allowed, wait for some time it may again be opened. Meanwhile, try for normal transfer.

Administrative functions are very important policy making decision, and the power vest in management, otherwise it certainly disturb Management of any organisation.
Reasons for Transfer and it's motive cannot be understood, and it involve so many factor that affect it.
Managerial function cannot be rigid, and cannot be forced upon.
