Basic difference among resolution,circular and notification.

I would like to understand basic difference among resolution, circular and notification.All govt. sites use this three words.I would like to know applicability & legality.Can govt. pass any circular or resolution in contrast with established law & rules ?? If so, then what should a citizen do to challenge it ??

I hope, as a PRO of some organisation, you can afford to purchase Government publications for your guidance on several such issues. So, read Manual of Office Procedure available at any book shop dealing with Government publications, or directly from the Publications Division of the Government of India. Some private publishers also publish the book on office procedures.
