Why only S/Shri R.K. Nanda and Rajendra K Goyal, why should not I share my views on your totally wrong advice through the case law quoted by you, i.e., "Delhi High Court Nirmal Verma vs Mcd And Anr. ... https://indiankanoon.org/doc/1263927/ ?
You should know that the present query of the author, neither involves the stage where the employee has actually tendered resignation, nor is the case of withdrawal of resignation after fighting the election but before acceptance, and nor there is a case of refusal of the employer to withdraw resignation to the employee merely on the ground of misconduct under the provisions of "Conduct Rules."
Further, as regards your advice, "You may also go thru: PIL filed by 'Indian Oil Officers' Association' in this regard" what he will do in wasting time in search of the PIL, when you have neither given any link, nor has made any mention, as to what is the judgment on the PIL. Naturally, if the case is still at the stage of PIL, what is the guarantee of the PIL getting favourable judgment?
Moreover, the PIL relates to PSU employees, not the Government employees, that too being contested merely on the plea that "the Conduct, Discipline and Appeal Rules of various Public Sector Undertakings and public companies were not law made by Parliament." Contrarily, the Government rules are based on law made by the Government of India or the States.
So, why don't you accept that you render only vague and confusing advice to the querists?
Contrarily, you may feel free to prove me wrong in my opinion, "Once resigned the employer-employee relations of a Government servant are severed once for all. So, he would not be able to get that job back after resignation for whatsoever purpose he resigns."

my only requirement is that you should be transparent, honest and sincere towards the querists as well as the experts. So, in the wider interests, I have asked you to update your LCI profile with your real ID.
But, since you have flatly refused to prove your credentials so far even on asking for several times, NOW MY CONDITIONS TO LEAVE YOU ARE AS FOLLOWS:
1) post your real name, photo and destination place for the purpose of transparency;
