Administrative powers/cat judgement

Respected all, i am retired from a central govt organisation. Though iam eligible for PENSION, without listening to me and orders available forcibly superannuated on CPF base. While i was in service, upon instructions of chief executive, instructed chief administrative officer(CAO) of my unit to prepare file notings on actual grounds basis. Accordingly upon thorough verification of my records issued a letter by CAO recommending me for grant of pension. Later this letter has gone through accounts wing and finally has the approval of my general manager. I filed a case in CAT,HYDERABAD and won the case in my favour. CAT judgement is based on recommendations of CAO and directed the deptt to complete the process within 60 days from the date of CAT ORDER (04.06.24). Meanwhile i complained to DPPW, and accordingly even DPPW issued its recommendations in my favour. Even after 8 months about to complete from the judgement, no reply from my deptt. Finally i filed contempt petition which is in live. I am a senior citizen of 63 years age. My question is why this much of delay from deptt. Pl guide

Can i force a respondenent to be cross examined ?

I filled a case of declaration againt legal heirs of a dead tenant . Total 6 Respondents. They have made fake papers of my father's shop and says that they are the owners. Previously I filled eviction on bonafide requirment where they filled those fake papers.

All respondents filed WS but only one of them (R2) gave evidence and present himself for cross examination.
Other 5 Give WS and evidence affidavit but refuse to appear and get cross examined.

Please reply :--
Can I force one of the respondent (R1) to come and get cross examined ?
What are the benefits for me in above sceneraio ?

Thanks

Property attachment

In 2002, a summons was issued against me for a cheque bouncing case. Since I could not appear in court, I was given a lawyer, but I was unable to file the case later. Since I was working abroad, I was unable to investigate later. Is that case still valid now? Can the petitioners attach the joint property that I am entitled to before the case is settled? Will the information of such an old case be available online?

Living will

I am planning and proposed for living will.
I don't have any ailments or taking any medical treatment.
I have already pledged for body donation.
Now to execute living will, I need the legal advise and guidelines.

Veterans, please guide me on this
(I am in reference to Supreme Court of India guidelines on passive euthanasia, 2018)
