Buying green belt dc converted plot

Hi, I am planning to buy a plot in Bagalur (North Bangalore). It is green belt DC converted. Last owner has got it registered in year 2007 under Sub-registrar, Biderahalli in compliance with Government Notification rd 56 munosa 99 dt 22.05.1999. Presently in entire Bagalur area , they are not registering the properties, Govt has stopped the registerations. As I am buying it from my friend. Can I buy this plot through a GPA?? and once the registerations are open I will get it registered in my name. OR Am I eligible to I buy this plot, first of all??, as I am a non-agriculturist and my income is above 2lacs.

If it comes under green belt don't by it. If it is not then go for it. If you want to purchse it thru.,GPA then GPA should be regd., one.

If Govt. has banned the registration then it should not be purchased at any cost. GPA is not a proper document for sale.
