Its a possible to collect CDR (Call details record) under RTI?

Yes. If the respondent is Sta ot State subsidiary or aided.

You can ask for the CDR of your own connection and not of any other third party. If you ask for any third party information, then the third party's consent is a must befor the PIO could make available the information to you. It is very difficult to get if the third party objects.
