Challenge of judgment by formal party.

Can an authority under the Payment of Wages Act challenge the order of the Appellate Authority, if the judgment of appellate authority is based on the statement of contesting parties or interested parties.

If the he is not a party to case, have no interest in the case, he can not challenge it.
