Change in birth place in passport

Due to mistake birth place was mentioned wrong in minor child passport & It is also expired. Now I want to change Birth place in minor child in passport. As per passport web site to change birth place it is mentioned that Affidavit stating reason for change in place of birth is required and also First class judicial Magistrate/Sub divisional Magistrate (Civil Court) court order is required to change birth place in passport.
I want to know where i have to approach to get above order. for this i have to contact a lawyer. How much time it will take or any problem to get order my Magistrate. Pl advice
