Change in surname if education continued after marriage

My mother continued her studies upto intermediate before her marriage in the year 1979, with her maiden name as NEELAM KUMARI.
After that she got married, and continued her education.In her Graduation and Teachers training she enrolled herself with her husbands surname as NEELAM CHOUDHARY and her certificates are with her husbands surname as NEELAM CHOUDHARY.
She has been working as a State Govt Teacher since almost past 2 years.
Now her DDO has raised an objection for change in name, ie, Neelam Choudhary Vs Neelam Kumari.
She had not obtained any Affidavit or used any other wway for legally changing her surname, as the college authorites didnt ask for these documents.
Now please guide us as how to deal with the situation,
Is she legally right to continue her job, or not/ what steps need to be taken to deal with the situation.
Please guide us.

She has legal right to continue her job. Nothing to worry. She can swear affidavit and notarize the same. After notarizing the document she may insert a public notice in local news paper about her change of name.

Dear Mr.Saket,
Please follow the following procedure:
All your mother has to do is to apply for change of name to her husband's sir name tagged along( with her new name + suffix of Chowdary) in the prescribed form to the concerned State Government together with a notice to the concerned State government, with a declaration that she is the native of the state where she wants to alter her name etc. The reason for change of name should be clearly stated in the notice and the proposed change of name should be written in Block letters.The application for change of name should be signed by the person, who wishes to change his or her name and also by a witness preferably a Gazetted Officer etc and not from a relative and contain his or her address. Your mother needs to pay cost of 5 copies of Gazette and Postage charges etc at Works Manager, Government Central Press. Mint Buildings, Andhra Pradesh or other relevant State. You can even submit the above charges through postal order at the above address.Copies of Gazette in which the change of name was published will be sent to your mother by registered post-whose name has been changed in the Official Gazette of the concerned State Government.

She needs to swear an affidavit for change of name, publish in 2 newspapers (English and local language) and gazzette and send a the same with an application to the department for amendment in her service records.

It is customary to switch over to husband's name after marriage.A simple explanatory letter should solve your issue.There is no legal violations and she was not benefited in any illegal ways because of the inclusions and deletions.You need not think up to the level of quitting the job.Serve the Explanatory letter to the DDO who had done the Research thro' an advocate

I fail to agree with all above.
A female Govt servant has to give a plain paper declaration for change of surname on marriage/divorce.
Please specify it is state of UT school.

DDO being paying authority has a value for checking admissible payments to rightful person. So he can harass teachers.
If asked under RTI as to how many female teachers of the state of given such affidavit the DDO has no reply.

I had been a DDO all throughout my service of 30 years.
It is none of DDO's job to indulge in checks of this type. Allowing shadows to lengthen under the guise of misconceived procedures is the starting block for maladministration and corruption.
No public authority is expected to evade his responsibility by pleading ignorance of matters of common knowledge.
Inflicting harassment on innocent subordinate employees is not discipline, but its violation.
