it is as per the Terms of the Agreement - Contract- stipulating the Terms - between the Govt and Contractor - Public Servant can also claim the Remuneration as per the Terms fixed - stipulated and agreed .

there is no term and condition. he is appiontment by the govt of punjab. he is paying by the govt as his salary.
