I want to know ,whether civil suit( of mandatory injunction for acceptance of fee in cash also) against President Distt. Consumer forum is maintainable or not.

No. such suit is not maintainable as Consumer Protection Act, 1986 is a full Act which contains all the rules and regulations mentioned therein including the procedure of depositing the fee. Civil court has no jurisdiction to intervene in the implementation of an Act which specifically bars its jurisdiction.
