Sir
I am a third year mechanical engineering college dropout student.
Since 2015 i am appearing for Second and third year exams but I am still unable to pass my examinations.
And then I decided to leave this engineering course.
But problem is this
College is not giving back my original documents that I submitted at the time of admission. And therefore I am feeling hopeless without any qualification certificates because they want to claim remaining 80,000 fees of 4th year.
Please suggest me something so that I may get my documents back

otherwise how to they make up the loss and where from they find another student to join 4th year. their plea appears justified.

What is the real query, What is the real reason for your drop out? If your stand is genuine ,then write a letter by RPAD or mail , it may help you in future.

The certificates are your property. Whatever the ground, the College cannot withhold them and use as a bargaining chip.

Agreeing with experts.
Go thru the guidelines issued by Univ, UGC,AICTE etc etc in this regard.
If you have given enough representations in office Write to principle under proper acknowledgment and request to reply by letter thru Redg. Post on return of original certificates.
There might be some active students unions.
Take help.

Stop pleading to college authotity verbally. Make written representations. If they do not oblige, approach the MEDIA. If that too doesn't work, go to court with all your written correspondences.

Request them to return the documents in writing through registered post.
Write to director technical education, University and if no action send legal notice to college.
May try to obtain duplicate copies.

Do not send legal notice at all. This way you will get your certificate after conclusion of the civil/consumer case.

A friend of mine
He went to the college with his father
People sitting in the college administation dept and the principal said
You may file any damn case or complaint to any body, we don't care. Because according to them they are having our signatures on admission forms, and they are not afraid of anyone .
Their director then told my friend's papa that you are bound to pay the remaining fee otherwise we will never give your son's original doccuments whatsoever.
And no concession in the fee

Sir, our qualification certificates earn us bread and butter . Without them I cannot study anywhere I am already 22 yrs old. This is not fair.

I recenty read this on a website , please correct me if i am wrong. But madras HC has declared it illegal to withhold student's qualification certificates to claim any remaining fee.

I can see you have a path of litigation atleast upto High court Or may be even Supreme court as the matter (as you referred) pertains to interpretation of the High Court order. You may (or may not) win but your son or even grandson cannot get any job on the basis of this certificate.

Kerala High Court has also given a similar decision. Even a simple FIR can make a difference in the approach of the College Authorities. Intervention of the Human Rights Commission as well the Lok Ayukta can also make a difference.

Thing is , If i quit engineering now, it means I Ieave college before my final year without paying fee. Obviously, since I have no graduation degree so I will definitely look for admission in some other undergraduate course. But for that again I have to submit my HSC certificate, DOB certificate like that all doccuments which are now in the hands of engineering college.

If they come to know my intentions that I am wanting my docs with me they will no lonnger entertain me if I need any document for some genuine work and in future they will always make some excuse

The college and committee have NO right to retain your original certificates.
They are simply marveling at admission form signed by you.
Do you have its copy?
Go thru the guidelines and you should become clear.
