I have a query that if any area declared by the High Court & in Master Plan as residential area, then their can be any construction done under commercial building in that area.

yes. in residential area, it is allowable to construct a commercial building.
T. Kalaiselvan, Advocate (Expert) 22 May 2015
There is nothing wrong init, what is your concern with it. The commercial building coming up in that area also would have been sanctioned by the competent authority so how can you stop it?
Hemant Agarwal (Expert) 30 May 2015
1. Subject to approval of the Local Civic Body (Municipal Corporations /Councils) and the local "Regional Town Planning Act", non-polluting commercial buildings can be lawfully constructed within a Residential Zone.
