conversion of land not updated

Sir, I have booked a flat but my home loan proposal is pending due to classification of land showing 'factory' although builder have a copy of land conversion order 'Houseing complex for commercial' on dated 19/12 2012 by order of sub-divisional land reform officer. I try to convince bank lawyer & also approach to Bl & LRO but they asked updation work is now stopped.what can I do?
Now I want to know that have I right to put RTI and if I have then against whom?

If there exists land conversion order, you may approach the Village Officer and get the mutation effected.

RTI to whom and for what purpose?
If to Bank, Bank is right in refusing loan till it is satisfied regarding all formalities and aspects required before sanction of the loan.
If to the officer who allowed conversion, you can verify the fact from concerned office. RTI may be sent.
If any other ground for RTI please mention.

File RTI application before the PIO of the Revenue Department requesting them to furnish the particulars of land conversion etc.

Firstly, the Classification of Land is of primary importance in getting any project cleared on its basis. In your case, the land has been ordered for conversion by SDLRO. As per the Land Reforms Rules of your State, the primary record of rights has to be updated on getting the order of conversion.
In this case, it would be futile to get detailed arguments with the Bank. Rather, you approach the SDLRO so that the primary level workers in the department make the land records updated.

Sir, I have booked a flat in liluah, Howrah(W.B) through home loan.but conversation of land is not updated and still showing "KARKHANA"in stead of "Vaastu". Have any facing problem to me in future? If yes .....what types? Please suggest me.
