What is the practical difference between layout plan and building plan when referring to a construction project?

Building plan is a graphical representation of how a building will look like after construction and it includes room layout also. It shows how much a project will cost in terms of money as well.
On the other hand layout plan is a plot plan which shows the landscape architecture, plan of roads and other constructions, at the building project site at a defined scale. It is known as site plan as well.
The functions of both are different and both are required to get permission for plot development and building construction from the local authority.

SIMPLE:
A Building Plan is not a Layout Plan, but will be within a Layout Plan.
A Layout Plan is not a Building Plan, but could have several Building plans within a layout plan.

The two terms used in engineering becomes legal terms when they are used in statutes like Kerala building rules with specific purposes like ensuring public health by distancing wells, pathways for movement of vehicles in disastrous situations like fire, pre-fixing boundaries to avoid future clashes, avoiding encroachment on public land annexed to roads etc.
Such rules are framed under state municipal laws and they follow the pattern of National Building Code - an all comprehensive regulatory document in India.

As nouns the difference between layout and plan is that layout is a structured arrangement of items within certain s while plan is a drawing showing technical details of a building, machine, etc, with unwanted details omitted, and often using symbols rather than detailed drawing to represent doors, valves, etc.
