Can a legal services authority of one state grant compensation to a victim of a crime, when the crime has occurred in another State?

Legal Service Authority is created by an Act of Parliament to provide legal aid to weaker section of society and similar functions as provided therein.
However, Lok Adalat conducted by the LSA may take up such case which may decide the case as acceptable to both parties.
Question of providing compensation to a victim in a criminal case depends upon facts of the case, which may not be covered under the provisions of LSA Act, 1986.

Victim killed in one state, family resident in another. Family applied to SLSA of state of residence for compensation under victim compensation scheme. Legal services rejects saying no jurisdiction, go to state where crime occurred/ FIR is lodged.
