Correction of name on icse marks card

I have completed icse 10th board examinations in the year 2008.
I have inquired with my school authorities regarding correction of name on the marks card, but they told me that they can only change the name on the marks card only if the application is made within one year of the candidate passing the icse examination. Since it has been more than 3 years since i have passed my icse exam they cannot do anything nor do they know the procedure of correcting the name on the marks card if the application is made after a lapse of one year.
As per the board website it states that if a year has passed since the candidate had appeared for the exam, permission from court is required to correct the name on the marks card.
PLEASE tell me the procedure of correction of name on marks card if the candidate has passed his icse examination more than a year ago as my school authorities either don't know or are unreasonably unhelpful.
I will greatly be thankful to you if i get some information or some contact of someone who can help me in this matter.

file a suit for declaration before the civil court in this regard & get an order from the court to change the name in marks card.

can the suit be filed at any civil court in India or is it necessary to file it where my school is located.

You shall have to file the case against Board and school so better it should be filed wherein the office of either of two is located.

file a writ petition before your high court.. writ of mandamus..

before that make a written representation to your concern authorities..

You have to file suit for mandatory injunction. Jurisdiction is your native place

suit is enough mean., writ not maintianable?.. am just giving an idea for speedy remedy..

if we go with high direction mean, can the authority says that, we cant accept high court's order.. just need civil court's order only?
its funny.

Mr. Shaad already told in the query that matter would be resolved by the civil court as rules, so why move to the high court.

Well the board on their website has not stated any particular court.
They have stated that "If applications are made for correction of name / date of birth after a lapse of one year, they will be considered where such changes have been permitted by a Court of Law."

am suggesting you go for writ..

with in 4 or 8 weeks you can get your remedy..

Well the board that I studied in i.e ICSE is a non-government board can a writ petition still be filed against it.

its management may be controlled by private.

but its should be controlled by govt only.. so you can invoke the writ jurisdiction..

just consult an advocate.

Civil suit is the best rmedy and the suit can be filed wherein the office of the respondent is situated or wherein such certificate was issued.
