sir i am a citizen of bihar and girls is also a citizen of bihar and she situated in surat. i and she wants to marry in surat. is it possible for court marriage in surat

it is possible when the bride or groom shall reside in Surat at-least for a period of 6 months at the time of marriage.

as long as your marriage is not forbidden as per the law application applicable to religion of either of you you can get married at any place on earth.
In case your religion is not the same the marriage can only be court marriage under Special Marriage Act.

In case
(i) the religion of both is same
(ii) None having a living spouse.
(ii) None underage.
(iii)Not related to each other in prohibited degree of relationship as per customary law applicable to anyone.
then marriage performed by any priest is final and binding unless otherwise illegal in any other way

Beware if you are runaway couple.
In courts there are many touts and at times even advocates are unethical.
These persons perform a fraud marriage which is illegal and not binding and this lands the boy in rape charge when caught by police. In such case while brought to home town thana the girl parrots the same language which her parent's lawyer want.
Then on earth there is hardly any saviour for the boy.
