credit card statement not received and then fine

Dear Sir
I am credit card holder of Hdfc bank. i used to get montly statement regularly but last month i didnt got the statement and as result i was not able to pay the bank the sum of Rs5100/ (five thousant one hundred). on inquiry i came to know that my statement was handed to some unknown person and mobile number provided by bank was not valid.
i paid the due amount after 3 days ( late by 3 days) Now bank has put the fine (interest)of Rs 56 on me.
whether the bank has right to do so.
Whose is at fault me or bank. what the law says to such problem.
Please provide the rules though the sum is not large but whether bank can legaly put fine on me if not what should be information which i should get from the bank

send a protest letter to bank and seek the proof of sending stmnt on time and acknowledgement from you thereof besides ask for acopy of your card applcitio form as well to find out if you gave a correct ohone no. and it was the bank which noted incorrectly. If still they donot reverse it send them a legal notice and still if they are adament file a complaint under Consumer Protection Act.

This is the tactics of the bank, the act of the bank shows it is involved in unfair trade practice, so issue notice to the bank demanding the details of service of statement. And also inform them you would file the consumer complaint
