Definition of non mandate

Kindly define and elucidate the meaning of the term"non-mandate". Also please let me know that what happens when National Commission for Women considers a petition non mandate?

No word holds meaning unless it's context is open.
Considering a petition'non mandate' is simply a loose use of the term to mean unauthorized, unwarranted or undesired or frivolous.

But i agree with Dhingra ji remarks on your post .
